Rob Ford And the Auto Registration Tax

If you look at any major international city that has traffic problems (other than Toronto), you'll find intricate networks of toll ways.

You look at Toronto, and you find no toll's for any street or highway. The nearest toll route is outside the city borders.

So considering Toronto has no toll, is it not reasonable to pay 60$ per car upon registration in order to keep Toronto's streets free of tolls? I wouldn't mind paying the 60$ a year for continual access to Toronto streets and highways and to reinvest in Toronto's infrastructure.
